  1. The server owner may designate any protection areas as newcomers' plots by order in the Gazette and may cancel such a designation in the same way at any time.
  2. When designating a newcomers' plot, the server owner shall, optionally refer to one of the predefined conditions in Schedule 1 (in which case future amendments automatically apply) -
