Enactment of the Rules of Newcomers' Plots

To prevent abuse of newcomers' plots, and to simplify regional rules implementing regulations on newcomers' plots, the server owner, 1F616EMO, has enacted the Rules of Newcomers' Plots (https://wiki-twi.1f616emo.xyz/s/k), and repealed the Regional Rules of Spawn South (https://wiki-twi.1f616emo.xyz/s/3C) and the Regional Rules of SmushyVille (https://wiki-twi.1f616emo.xyz/s/3D).
